Well, Draco is Harry's fairy (whether it's a slave-bond thing, he's under his employee as a fairy, or all wizards have a fairy and whether he's human sized or tiny is up to you) and he's pulling all the Tinkerbell tricks to get Ginny (Wendy) out of the way.
