Looking for Draco in Muggle city fic- FOUND!

I can't remember much about this fic. All I remember is that Draco is being punished for his actions during the war and is put, wandless, in a muggle apartment. I think he was being treated unfairly (no food, bad clothes, etc),but wasn't being beaten. The guy who was supposed to be making sure he had stuff wasn't doing his job? Harry came by for some reason and was appalled? He may not have been an auror, but he was there in some official capacity. There was something about the air conditioner/heater not working. That's all I can remember.

But I'll take any recs about Draco figuring out Muggle stuff.

Edited: Ok this does sound like your fic with the broken heater and Draco living in a horrible muggle flat as punishment. However it is not strictly bottom Draco so be warned. I honestly could not remember until I had another look.

That's it!! Thank so much!! I just couldn't remember much about it at all. I usually just read bottom!Draco so I just assumed this one would be too. I have it bookmarked now, so hopefully I won't lose it again.
