I'm looking for a fic, which I'm pretty sure is bottom Draco. I don't know the title, or even the pairing. All I remember from it is Draco Harry using the counter-curse to Sectumsempra to cure the scarring on Bill Weasley's face.

Are you sure it was not Harry who healed Bill's scars? Because I remember this fic in which Bills scars weren't healing properly and Harry tried the same healing spell Snape used on Draco after Sectumsempra. I can't remember which fic it is though...
I think it was the same that the one in which The twins made a new improved invisibility cloak, but then, I've read so many stories that some are kinda mixed up in my head :s
And I'm pretty sure it was Bottom!Draco.

It might have been Harry! I only really remember the healing of the scars and being pretty sure it was bottom!Draco.

I read that recently and remember it the same way you do. I think it is Secrets by Vorabiza which can be found here:

Harry does cure Bill's wounds in Secrets. Just FYI, Secrets is not exclusively Bottom!Draco; they take turns.

I'm quite sure it's Secrets by Vorabiza, or perhaps that's the only one I remember in which Harry uses an Healing Charm to cure Bill.
BTW I think it's one of the most perfect alternative chapter in HP series, compared to that awful official seventh one.
Ehm, I'm reading it in this days for tenth time... XD.
