No, Break and Return is not fully bottom!Draco. The bottom!Draco is implied, and most of the sex scenes tend to be top!Draco if it's a sex scene with him.

The Undeserved Hardships of Draco Malfoy may fit your request. Harry starts pining for Draco after Draco hits Voldemort over the head with a broom. Unfortunately, Draco is oblivious to his (and several other boys') affection. They do eventually get together, though.
