I was wondering if anyone has any fic recs where Draco is completely disabled and needs help with absolutely everything. Bonus points if he was tortured to have ended up in the way that he is.

I liked this one a lot. Draco is not completely paralized, just from the waist down. Harry is a healer and moves in with Draco to get him walking again. Draco is an Auror and was hurt while on a case. It's not exactly what you asked for, but it came to mind. I will warn you since you didn't say but it is a Harry/Draco fic... as in they get together as a couple.
