Looking for a Specific Fic

I read a story months ago that I'm having some trouble finding again. It was short, likely a oneshot. Harry saw Draco somewhere (I think it was a park) after he'd disappeared for some time after the war. Suspicious (and slightly obsessed), he follows Draco home and sees what he assumes is some sort of non-con role-play between Draco and his boyfriend, which I believe he masturbates to or at least contemplates doing so.
A burst of wild magic causes the bed Draco is on to go aflame and the boyfriend runs, prompting Harry to save Draco from the fire. Harry takes Draco home and learns that a) the boyfriend was actually raping Draco and b) the Ministry had Draco's magic blocked or tied somehow. Harry is into bondage and/or S&M and Draco becomes his sub. I think Harry worked for the Ministry but I can't be sure.
In the end, Harry learn show to unbind Draco, but is rather an arse about doing so. Still, they're happy together.
